Revolving Car Loan Program

Our Revolving Car Loan Program assists those in need of a transportation vehicle for a maximum of 3 years. We provide a temporary vehicle for low income individuals/families who currently strive to increase their financial income. This is available to those with or without credit. This program consists of daily support and guidance that will help individuals/families maintain or develop their budget, employment, and credit score. Our mission is to help our community reach financial wellness, self-suffiency, and independence within their personal and work lives.

All participants must meet the following eligibility requirements:

  1. Family household income must be at or below the 60% cumulative service area median income for the RCL program.
  2. Must be using the vehicle to increase income by:
    1. Gaining employment,
    2. Maintaining employment,
    3. Increase hours of employment, or
    4. Changing employers.
  3. Must have sufficient earnings to repay the loan.
  4. Must have an established relationship and be recommended by a member of a human services agency, who can verify that the applicant has demonstrated a commitment to work towards self-sufficiency.
  5. Must agree to brief check-ins; in-person, by phone, text, or video conferencing platform (like Zoom); at least once every three months with a RCL program representative.
  6. Must agree to a future appointment to discuss the credit report with a local bank, Central Susquehanna Opportunities, Inc. (CSO), or referring agency (could be Career Link or Union-Snyder CAA).
  7. Must agree to watch this video, https://www.youtube.com/watch?v=nFtbf4prm78, about how to maintain a vehicle. If not experienced with doing vehicle maintenance, we recommend that you find a mechanic or someone that is. Besides regular oil changes, have the person check fluids, rotate tires (every 5-7000 miles), and check tire pressure.
  8. Must agree to not permanently alter the vehicle in any way while in the RCL program (see the “Applicant Responsibilities item #5).
  9. Must agree to notify the RCL program representative(s) if employment is lost or reduced. Must be willing to reach out to Career Link to obtain support in finding employment, if having difficulty finding new employment.
  10. Must agree to maintain appropriate vehicle insurance, which includes personal liability insurance, as required by law, and gap insurance (see the “Insurance Questionnaire” document).
  11. Must agree to keep vehicle registration and inspection current.
